That crooked mind of serial rapists can never be corrected. Ones must be remorseless and empathy-less to be serial rapist. May he be jailed 1 or 10 years, it does not matter. It only reduces his chance to commit more crimes.

The idea of leniency from the victim is for the victim to get better compensation from the crime. Under Korean legal system, the court can only rule the victim to the compensation for actual physical/tangible damage such as medical fee, the loss of income etc. while the rape gravely affects the victim mentally. As the victim holds the right to leniency, she can better negotiate for the amount of indemnity she finds appropriate to her pain.

Education can certainly help, and it all starts at a young age y educating young boys and girls about equality and respect. And if you don't think that's education, then you need some education yourself.

In some ancient cultures, women were pretty much viewed as inferior creature and rape was a common practice among men. So, rape could be cultural and nurture not nature. Still, you can find countless psychological studies telling sexist men are resistant to change. The chance to change their sexist worldview is as big as to hit a lotto jackpot.

Besides, do you seriously believe you can educate empathy and remorsefulness?
