I mean from my understanding, Garam still isn't completely innocent in the situation even if she's technically not the worse person in the group(s). It's just turns out that all parties involved did some pretty messed up things including Garam. Perhaps she is starting to feel remorseful seeing how it's effecting her future. And hopefully she actually does reflect on her actions (and that goes for everyone else involved). However, with the way HYBE and Source handled it along with her involvement and association with these girls, there probably really was no way to save her in the group.

However, once the allegations started, the agency can only respond based on what their idol tells them. If she tells them that she is innocent, then they will respond accordingly, and that is what they did.

Even now she maintains that she is innocent. But 8 people vs 1 for three hours, and this was the before the molka incident, is innocent?!? If she told HYBE about this the 8 people vs 1 for three hours incident on the onset of the allegations which was pre-debut, or if they picked it up in their vetting, her arse would have been thrown out of the group asap.

If I remember correctly though, YES claimed that her side had tried to get into contact with HYBE to meet up before this all went public and before Garam's debut. If that part of her story still checks out then they chose to ignore it.  In general, I get what you're saying  because companies are often going to side with their artist often to protect their assets, among other things unless the damage is far too great to recover from. But if this is the case, then HYBE dropped the ball because they likely could've put themselves ahead of the situation if they had met with  her. Even as Garam claims her innocence, it  would've been wise to met with all parties and compare stories and attempt any sort of agreement or reconciliation.  They apparently did not do that. Granted though, given what we've been learning about the situation, if any of this story still came out somehow, everyone would still call for her removal anyways.
