She's 24 and an adult.  Nobody could legally stop him from reaching out to her.  He could've reached out to her before she was famous.

I assumed Iz*one, since they said first handshake event in Japan as a group (as opposed to first handshake period).

And there are different levels of fame to be sure.

 

Edit: if you think Sakura's level of fame in HKT is the same as it is now, then you're the clown.
