She's 24 and an adult.  Nobody could legally stop him from reaching out to her.  He could've reached out to her before she was famous.

I assumed Iz*one, since they said first handshake event in Japan as a group (as opposed to first handshake period).

And there are different levels of fame to be sure.

 

Edit: if you think Sakura's level of fame in HKT is the same as it is now, then you're the clown.

So it was during her HKT48 days, in her hometown, and the Soompi translation says that the older woman directly asked her "Don't you remember us?", which lends credence to the possibility that it was her father or at the very least, someone significant from her past.
