Uhm. I don't know anything about this. As matter of fact I don't even understand. But here are my suggestions.

Do you have another siblings that's on the mom's or dad's family plan? Just give them the money,ย they can purchase with your brother & give it to you afterwards. Or vice-versa, let your brother give another siblings that's on your mom's family plan,ย  you & that siblings can make the purchase together then give the brother the phone.

Or give your dad your money & let your dad (along with your brother) purchase for it together then give it to you or let your brother give your mom the money & let your mom & you purchase the phone then give it to the brother afterwards you.

???

So you can't go to one if those "back" stores that can may if this illegally pop it out for you?

Or tell them that you gave your parent/siblings the SIM for your siblings/parent to use because of some important data that is on it?
