I think these are two very different situations, in my opinion this comparision wouldn't be fair for the sheer difference of events but and a huge BUT I do think the call out is necessary. They need to start behaving like human beings for once

It is but storming towards the stage can cause a crowd surge which is what happened during Astroworld. Fans were storming towards the stage which caused the crowd surge which resulted in the trampling that occurred. 

It's better to be safe than sorry.

That's embarrassing and definitely not a good look. 

If your fandom is making headlines for being called out by the government then you should consider changing your behavior not just for the sake and image of NCT but more importantly for the sake of other people's safety at public events.
