No matter how I think about it, returning after a DUI is just not it ㅋㅋㅋㅋㅋ Even if  doing gambling or drugs are also illegal, this only affect the person who does it. Meanwhile, you can possibly kill someone when drunk and driving. I can't understand the people who return on screen after DUI. However, I'm not saying that gambling and doing drugs are ok either

Ubers aren't popular in South Korea compared to the US, most people prefer to take cabs or the bus or subway. They were even illegal in SK in the past. https://www.cnet.com/news/seoul-korea-says-uber-is-illegal-promises-to-take-stern-action/

To the people surprised about the DUIs, Korea's drinking culture is no joke. It's not hard to see how celebs can end up overindulging or becoming dependent/addicted when you're under a lot of stress, lack of sleep etc. 

This is some data from a few years back, but relevant: 

Millions of Koreans enjoy drinking alcohol. According to the report of Korea Alcohol and Liquor Industry Association and Ministry for Health and Welfare, every night about 6 million people put away almost 20 million bottles, including 9.53 million bottles of beer and 8.97 million bottles of soju (a popular type of Korean liquor with about 20% alcohol) (1). In fact, the World Health Organization has reported that the rate of drinking problem of adults is considerably higher in Korea compared to that in other countries and the prevalence of alcohol use disorder (alcohol abuse and alcohol dependence) was reported to be 6.76% (2). This is the world's highest and almost double the world's average rate.

Assuming that non-fantasy Korean dramas are rooted in at least a little bit of reality, the staggering amount of DUIs shouldn't be a surprise given the amount of alcohol that they consume. That certainly doesn't excuse it but it shouldn't be all that surprising, either.

No. He was speeding, but he wasn't intoxicated. He didn't run from the accident. He was present when the police arrived. He was also acquitted for the accident.

When I went to Seoul in 2018, the only Uber available was Uber Black (the high-end limo-type Uber), which is insanely expensive. Uber has now launched its own taxi-hailing service. Cabs are ubiquitous and reasonably-priced and can be ordered through Kakao Taxi.
