Context: he wrote a diss song against Seunghee after she rejected his confession. This issue happened a while ago. 
Producer and composer Tank (real name Ahn Jinwoong) took a jab at Seunghee and pressed her to withdraw from her group Oh My Girl, causing controversy.

Tank recently told Seunghee on his YouTube channel, "You can't sue me. You lied that you were suing and sent a proof of the contents (?) at best. The content was 'Take down all the tagged pictures'. It takes a year and a half to proceed with a civil and criminal lawsuit. In the meantime, your team will be labelled as a guilty girl group."

Earlier this month, the controversy began as Tank released his own song 'Sooni' on his YouTube channel and publicly took a jab at another girl group member A.

In response, Seunghee spoke out through WM Entertainment, saying, "Seunghee reached out by clarifying that the relationship between herself and Tank was that of  seniors and juniors in school and Seunghee reached out to him because he posted a message alluding to 'committing an extreme deicision'. After that, Seunghee didn't reciprocate Tank's feelings which led Tank to threaten her and stalk her."

Tank refuted saying he wasn't stalking her, but it was her who came to him first. He also claimed, "You first chose to say 'I love you' and sent all kinds of video pictures and lied to people as if I was begging and stalking you."

Tank claimed that Seunghee did a lot to him saying "There are so many things you said to me. Leave the team now and go back to your hometown to sell chicken ribs. Then I'll leave your team alone". "You won't be able to sue me, and even if you sue, you can't win. I have a medical certificate for three years of psychiatric treatment."

Meanwhile, singer Gil, who was also attacked by Tank before this incident, filed a complaint on the 24th of last month, saying that the contents claimed by Tank were not true. Regarding this, Tank showed a calm response, saying, "There were no call from the police station that the complaint has been filed, and nothing is happening."

Rapper Tank threatens Oh My Girl's Seunghee once again, says she should leave group

Rapper Tank has made threats against Oh My Girl's Seunghee once again.

In a new upload on YouTube, Tank has made more threats against Seunghee and Oh My Girl. He stated, "You can't sue me. You totally lied about suing me and only ended up sending a certification of content. It requested me to take down photos you were tagged in. If you want to make a criminal lawsuit out of this, it'll take you a year and a half. In that time, your girl group's image will only become that of someone who committed crimes."

The producer and rapper then claimed Seunghee was the one who had confessed her love to him and sent multiple videos and photos of herself. He continued, "You have told me too much already. You should leave the group now and go back to your hometown to open a dakgalbi business. Then maybe I'll let your team off the hook. You don't have much time left. You can't sue me. If you sue me, you won't win. I have 3 years of medical records of mental health therapy."

Tank (Ahn Jin Woong) previously released a diss track alleging Seunghee was someone who deceives her fans and cheats on her boyfriends, and WM Entertainment followed up by stating the claims were baseless. The label further stated the rapper had become obsessed with the Oh My Girl member after she saved him from an alleged suicide attempt, and one of Seunghee's past classmates spoke up on her behalf, alleging she had suffered through his obsessive behavior in the past as well. WM Entertainment most recently filed a lawsuit against Tank for defamation and slander. CR.

"Three years of psychiatric treatment" do not automatically mean that he is completely immune from the law.

When he himself stated that he is making use of his mental state/medical condition in all of these, he has already negated any possible defence in court using his ignorance/confusion caused by his mental state/medical condition.

He just lost his immunity card in his own defence in court and therefore prosecutable if charged in court.
