Is anyone allowed to make these? If so I may make a few options, especially since I have some photos from older photobooks that would look amazing in a banner but I haven't had anything to use them for.

Yes, anyone is free to download the template and apply images they have in mind to it. If those images are individually taken for those members mentioned (Taeyeon, Tiffany, Hyoyeon), then that should be fine. Same also for TTS and Oh!GG. But for the group, I think it would be best if those images reflect SNSD as a team of 8.
