Is it common for people in your country/region to smile at strangers?

In the US it completely depends on which part of the country you live in. I've lived in the south (Augusta, Georgia) where people are super polite and smiley, the northeast (Annapolis, Maryland) where people hate you and hope you walk into traffic, the northwest (Bremerton, Washington) where people are either nice or neutral, and the west (San Francisco bay area, California) where no one has time for you.
