Updated: My cousin creeps me out. What should I do?

That's what I would do without question. If it were a stranger or an acquaintance how would their staring make you feel? Being that this is your cousin, isn't that weird? You don't know why's he's staring at you, but you do know that it's making you feel very uncomfortable. It made you uncomfortable enough to post it here. So in my book, it's a problem. It could be something, but it could be nothing. Until you know the situation I'd get it off your chest and confide to someone as I stated earlier. This isn't something to bottle up and leave you stressed.

And he also molested one of our younger female cousin, I completely forgot about this. He wasn't arrested as our justice system sucks & there was no prove. 

That's quite alarming news. If that went down and nothing came out of it, that's messed up. Did family do anything?

I guess you could confront your cousin that way but people can react in ways you don't expect them to. So I suggest to plan for contingencies if this or that happens. You don't want to be caught off-guard. As for telling your parents, you mentioned that you were scared. What if you brought your (2 female) cousins with you and talk to your parents together? All of you seem to be feeling the same way, so you can be each other's support.
