Hips are bones. Your bones don't gain or lose weight. Body shape stays the same regardless of weight, it just looks different. You can gain weight on your thighs but not your hips. Thigh weight can make your thighs look wider making your body look more hourglass maybe, but your hips don't change. They are bones.

I could suppose I'm getting it mixed up because I tend to gain in my upper thighs which aids in making the entire area look fuller. But I'm also fairly sure while your hip bones frame how small your figure can ever be, your hips can still appear wider depending on how you carry your weight. People with pear shaped bodies (like myself) put on weight around the thighs, stomach AND the area in between. I am not overweight either. 

Unless skinnier shaped people dont hold weight in muffin tops which sit right atop the hip bones (which I know they can) and the like, you CAN gain flesh around the hip area.

"Hips" does not just refer to the bones themselves, and yes, weight CAN make a visible difference.
