BTS Jungkook has been booked on charges of violating traffic laws

Seems a bit excessive. Can't they just ticket him and leave it at that? They're going about this as if he drove off or something, which we know isn't the case.

This exactly what's happening. Here in Korea when someone commits a  crime even very minor you are booked it just means  you have been officially charged with whatever the violation is, its just the legal process. You will then be required to pay the fine and that's it. Depending on the charge you may have to goto court  if its something minor like a small traffic violation then there's no need for it. Just the dog and pony show and pay your fine go back to daily life
