Well the industry grew in 2018, so it doesn't mean that much. It just means that there is less things to listen to.

why do you think artists are putting out less music? is something to do with management

A lot of acts are scrapping singles, because nobody buys them anymore except for idol fans. It also seems as if more acts are doing bigger gaps between releases. I definitely expect to see more and more acts not releasing physical singles. Hell, some are even talking now about how the Oricon physical singles chart's days of relevance are numbered.

I wonder if this too could affect idols years down the road.

Plus I suspect there's been an increase in streaming in Japan too, like other countries.

Yes, streaming is growing. I posted the report in another thread here.

 

The decline of CD singles will only affect idols if their rabid fans stop buying them.

More and more acts don't release physical singles. Also according to the chart, there was an increase after the output was low in the early 2000s and late00s-early10s. So it's too early to tell whether the trend will continue or not.
