I mean the issue here don't just seem to be whether you can sell 70k tickets in Toyko area or not.

Like look at Big Bang they have held multiple Dome tours in Japan for 700k - 900k people where they performed 3-4 concerts at Tokyo Dome but they still haven't hold concert in Nissan Stadium for some reason.
