I've watched that movie more times than I care to admit But yeah, I think one of the reasons they made the NSA scenes (in TGW) funny, was so viewers wouldn't get too caught up in how terrifying the situation actually is. Wouldn't recommend it if you don't like court drama or politics shows. The NSA storylines are just side plots in a few of the later seasons.
