It's gotta work both ways, with both people starting up convo otherwise it would feel a bit weird being so one sided, at least to me. Every girl is different tho, a lot will just wait for the guy to initiate everything for sure. I'm def the one that opens most convos tho if I think back to the guys in my life. What is reasok behind it, do you see it as "sexy"? the leading convos is not a problem for me, I just think the approaching should be made by the guy. after we get to know each other i don't care, it should come natural. but i'm also not the type to start conversations, even with my friends, so there's that.
