JYP groups choose their own leaders. I think naturally by being the longest trainee people like JIhyo and Bang Chan would have fallen into a leadership role and therefore were elected leaders. They just wrote them in the age order, even if someone else would be the leader, the order would be the same. Names tend to be listed in age order, regardless of who the leader is. Eg. Jihyo is Twice's leader, yet she's still listed fifth here, according to her age.
