In other words, video game characters that are from live action films, comic books, and Anime are excluded. Video game characters who are based off of real world entities can be used however. For instance, Asura of Asura's Wrath is a character that is based on the god of the same name. And, in my opinion, I think Asura is the most powerful video game character so far. Just play the game you will understand why I say that. Minor spoilers but... Asura can defeat colossal sized gods and destroy massive stars with his bare fists. Final Boss Fight: Since I have already mentioned Asura, who else do you think can deserve the title of the most powerful video game character?
