Most sites require you to be 13 years old or older to create an account, but there’s obviously no way to prevent people from making accounts anyways because they can’t check something like that and it’s incredibly easy to lie (most people don’t care about the terms and conditions anyways, though). Since kids will make accounts anyways, I do think it’s up to the adults in their life to teach them about internet safety and probably monitor their accounts until they’re about 13-15 or prove to be responsible. I don’t think they should have public accounts, though - just private accounts where they can add their friends and family.
