There's rumors that she was supposed to be included in LOONA1/3 (and she's said to represent the "/" of the unit's name), but the company never really confirmed that (aside from mentioning that she's the "/"). Most of us have just accepted the theory that due to her age (she's a late 2002 liner and was still in middle school during the subunit's promotions), they decided to let her focus on school, and they revealed Vivi early to fill her spot in the unit. There was probably a lot more going on behind-the-scenes at the time because Vivi was revealed in February but didn't receive her solo until April, and Jinsoul was originally going to be the 6th member, but Kim Lip debuted before her in the end.
