If a woman dresses a certain way she could be doing it for several reasons. Sometimes its to attract the attention of a certain man or group of men (usually not random people). But if a lot of people, especially men, keep starring at a woman's breast, butt, legs constantly due to revealing clothes, how does that make women feel? If she chose to wear something see-through on purpose then she has to accept that dressing in an attractive fashion will attract the eye.
