I notice that they use different shades of color for the skin though. For Japanese it's usually kinda yellowish-tinted 'white' while western used pinkish-tinted 'white'.

I'm not sure whether these people have watch much anime, but the same artstyle is used on western characters as Japanese characters in 90% of the cases. A lot of anime series take place in western worlds/countries or have western characters, but they don't really make it apparent in their design outside of potential blue eyes and blond hair. But none of this really matters because it's all just a fantasy, and a cartoon.

in AOT mikasa is notably the only asian (only watch the first season so if im wrong just tell me) everyone  else is i think German in the series 

if they are white in the anime then they would give a more western name Like JoJo Joestar for JoJo bizarre adventure, Levi Ackerman ad many more from AOT

A lot of Japanese people have light skin, and you cannot say that a pink-haired, light skin anime character looks more white because pink hair isn't even a natural hair color on anyone. And there's a reason why you hear about East Asian celebrities esp Kpop idols looking like anime characters compared to white celebrities--the only Western celeb I know who has ever been compared to an anime character was Zac Efron in his early HSM days when his hairstyle made him look like Light Yagami from Death Note and fans put him in their live-action Death Note fancast (this was back in 2008, 9 years before Netflix actually made a DN live-action).
