standards now have changed but after the 90s, the modeling world was dominated by "doll face" models

Nah. It's the opposite. Models these days are taller thus, their heads look proportionally smaller.

 

For example

Miss Kim's head looked small on her but it's actually bigger than those of journalists around her.

 

It's the same for models to milder extent, their heads look small only because their bodies are tall. Actually, the size likely is about the same or even slightly bigger than average peoples.
