Soooo, I'm kinda scared of going to a (mean) professor during office hours to ask for help. Have you encountered something like this?

Go. He doesn't have a choice lol. Unless he;s a dick and he's not going to help you and you're essentially wasting your time, in which case: tell his authorities and in the mean time, seek out another instructor of the same field.

tell the head of the dept. (if you're in uni) and report them

rest = just report them.

They're there to help you

Yea that would be most logical; but at the same time YOUR GRADE is in their hand :0

If they're judged unfit to fulfill their role as a teacher, someone else usually grades your work instead (esp. if you're in uni), or you can ask for recorrection from a teacher committee.

Do you have a TA for your class? If you do, ask your TA, if not, I'd say check to see if your university has a free tutoring center for the subject the class is in and if not then if you absolutely need help, I'd e-mail them.

I try and go to each of my professor's office hours at the beginning of the semester to try and get a feel for them and normally if they're mean during office hours, it's not even worth it for me because most of the times they're impatient and don't end up helping you. I'm (and you shouldn't) waste your time with someone who's not even going to help during a time they said they can.

What does that mean? 0.o

It's not like this is highschool and you didn't try all year long and when you got to ask your teacher for a bump up to a passing grade, he thinks about it and says no cause you've been a scrub all year long.

just go lol what is he mean because he hates seeing students during office hours? most professors love when you come as them for help just because he's mean in class doesnt mean he hates helping people

ignore and pretend like I didn't hear he/she was being mean. they are teachers/professors for a reason.

yeah so they get a paycheck annually which we are helping to pay with out college institution

I would just ignore the professor after that. There are other resources around, and I don't want to deal with office drama. If he was too mean, report it to the office. But usually, professors are very nice. May be he was just in a temporary bad mood?
