He still bullied and told a kid to kill himself because of an inferiority complex. He had amazing development but it doesn't take back what he did and he never apologized for it. He said why but it doesn't excuse it. He made the choice to bully a kid mentally AND physically and he continued because everyone let him. There is also the fact that he's most of the time yelling, insulting, threatening people or ordering them around, that's how he is and that's why a lot of people love him. See it's not that difficult to admit his flaws. And seriously what did Deku ever did wrong ? I'll never get the hate, maybe he should have let Bakugo die with the Sludge Villain heh.
