You have to turn off the scale 

Go to the top left corner and you'll see a drop down menu that says original ratio

Click on that and select what ratio you want

i'm not sure why its not cropping but for the image resizing, click on image size and then you'll have this for example

you click on the part highlighted by red to stop it from binding you by a certain ratio

and then you write whatever sizes you want

oh btw i think i figured out why it doesn't crop? you can either click on the crop tool in the tool bar on the side, but if you want to use the one in the menus above then make sure to select an area using the marquee tool and then it will work
