He has potential to be even better. If only SME vocally trained him really I know he was always into rapping but gosh his voice is so nice. They are probably too busy with the tour preparations right now but if the four of them decided to really work on their voices IMO they would become good singers. Right now Tao has a nice tone to it, why wouldn't he be able to develop his voice even more and get on Taemin's level? He could improve if they gave him the chance to! True. If he wants to get better he (and every other member who isn't part of the vocal line) has to do what Taemin did and practice by himself. Idk if he would to this since he seems to be more passionate about acting than anything else but I definitely doubt SM would train him at this point.
