They could practice with side tracks or release free songs to test the waters and get better at it (if YG let’s them), if they aren’t practicing already. Then they get to release main tracks. Or puts a guard in front of all the studios at YG company so they won't come in and do some composing. The problem isn't not allowing them to but not encouraging them and pushing them to do it like he does with the male idols. They also would need to make something good for it to be released. And YHS is very strict, he will send back a song a million times if he feels like it. He will bury a song forever if he wants to. Yup same here, i don't think he bans it but he definitely does not do anything to nurture or and develop their composing skills like he does with the boys.
