I have no idea OTL When you pay off the 39,800 Bells for the house the next day Tortimer appears at the docks (you can tell because Isabelle introduces him when you start your save) to talk about the Island. Then the day after that Kapp'n comes with his boat and you can go there, it's 1000 Bells.
