anyway, to explain what happened, Sakura said Meru looked like she was gonna burst out of her costume because Meru was wearing 2/3 costumes underneath her outfit at the time, they take off the outer layer for the next certain songs in Theatre-- and Sakura knew about this. 

 

Her cover up at the time didn't help her though, but I think she realised people would take it wrong and panicked.
