It's messy and complicated as hell, even more complicated if it's done on internet.

 

But in general, they can.

 

Usually they don't unless it's something really big, because there is a whole procedure they have to follow, international agreements that are binding and it costs a lot of money and time. But I am not familiar with korean law system so please take it with a grain of salt.

 

What is most common- they asked the service/ person/ website to stop this kind of behaviour and delete everything that has lead to that.
