Help! Should I open a left behind laptop?

My friend was traveling from her home to her work place. While she was in her trip, she found a bag that has a laptop and used clothes. (Other people on the trip doesn't want to have liability so they act like it was not there; the driver also isn't dependable and trust-worthy)

 

Scenario 1:

Now, while on her work place, she tried to open the laptop, however, it is password protected.

Since it is password protected, should she try to open it with another friend whose good with tech, hence, hack and get information inside, in order to contact the person or not?

 

Scenario 2:

Now, while on her work place, she tried to open the laptop. Regardless of the laptop being password protected or not, is this considered ethical?

If their intentions is to give it back to its owner, than just hack it. And this.,

 

If my laptop gets lost ,I would prefer if they give it back to me ,although I don't have anything in them that I should be worried about If someone tries to hack or leak personal information

If you/your friend found it on public transport you would be better off giving it in at a depot/station. 

 

this or hack it to find personal informations about the owner

Cover the camera, the owner may be able to see/hear e erything you do
