Question about Japanese album sales charts (EXO)

Okay I want to pre-order COUNTDOWN but I want my purchase to contribute towards Oricon Chart. 

Is there a way to buy the album like this?

As far as I know, if you buy online but the product gets shipped outside of Japan, it doesn't count the sale on Oricon.

So if you just buy online where are those sales counted? Billboard Japan? or is there another chart?

I think it doesn't count at all, it just counts for the platinium certification but they won't tell you the exact number of copies sold

You have to do a group order that will ship it to a Japanese address and then ship it to you for it to count~

Either do group order (with shipping from Japan) or just set up your own account at japanese proxy shipping service. Those are usually used for stores that only ship inside Japan, but kpop fans use them to count on oricon, too.
