High-profile Chinese idols like Lay and Victoria can still enter Korea but they can't really stay for extended time because of the travel ban. Regardless thaad or not, both can travel back and forth to Korea freely What they can't do freely, is doing activities korea ent related (eg their respective groups related), regardless the place.
