The best chance to limit civilian casualities in South Korea is decimation of North Korea, but the first attack by the US will result in thousands, possibly tens of thousands of South Koreans dying. North Korea has too much artillery to take out with one cooridnated conventional attack and any nukes used by the US would bring fallout onto South Korea

If it comes to war, they need to send in a small team to take out the head of the snake and his close advisers. Once the "glorious leader" is dead and his boasting is shown to be hallow, I could see the masses starving due to his actions throwing down arms and giving up.
