Gosh I hate victim blaming so much. Confront him and set him straight. Lecture him. Even if he brushes it off, those words are gonna stick in his mind.

I'd do it publicly if I were you.

being angry at the victim isn't the way to go either, sheesh calm down

So according to this person, if I saw someone wearing a skirt and got curious about the type of panties she was wearing, I can lift the skirt up and blame her for making me curious.?

That person needs to be educated. Report him to the students affairs' office or guidance center.

report them to a higher level since the dean is a parasite that can't do his job, if you feel comfortable tell someone that knows that will believe you and help you put that abuser on blast.

I am sorry this happened to you

Take a metal chair and bash his head WWE style.

On a serious note, you gotta do it publicly. He might deny it, but some people would definitely take notes. BUT if you aren't comfortable to do so, say you wanna talk to him in private or ask him out for coffee and mention the topic. Another option is to talk to his parents and tell them that despite whether he has changed throughout the past 2 years or not their son has done something wrong.

Well i wouldnt confront him by myself bc he already showed he's crazy and god knows what he would do this time you know what I mean ...

You could have your parents contact his parents. Or ... contact the person above the dean at your school (superintendent?) to file a formal report against the dean. Or you could still file a report against him, nothing might happen bc it was two years ago but it might give you closure.
