ofcourse the one who make an impact. Aka Boa: a korean artist who open the door for other kpop artist to debut in Japan.

One thing that is for sure is that BoA had more impact. I'm not sure about peak but domestically, it was definitely Rain

I think Rain's peak was bigger in Korea.
BoA was one who promoted Kpop to Japan and helped Kpop to get intrnational. I think her peak was more memorable in the context of Kpop.

Rain was 1st korean artist to do a tokyo dome tho ^^ 
He had a massive popularity across Asia after after his hit drama "Full House", one of the most successful drama of the period
also one of the 1st kpop artist to have significant interaction with the US market (if you wonder why JYP focused on expanding on the US it's mainly because he saw the potential of the market with Rain), (Colbert, Ninja Assasins, Omarion featuring, cf with Christina aiguillera for Pepsi, Lil Kim...)
Also he sold most of his album internationally, look at the difference between total and Korea:

i guess its hard to see in retrospect, when his US career really didn't go anywhere compared to those that came later and made bigger inroads. maybe it can be said he paved the way for them, idk

 

BoA's sales numbers are way better, but I guess you'll argue that that's easy because japanese market. but you gotta remember that, no korean artist had done that before. and then she also managed to chart on billboard (not on a relavant chart, but again, that had never really been done either) with the US debut

BoA was huge in Japan. Rain was a bit more relevant in Korea and China than her, I guess.

to be fair, she has like 20 albums to choose from, so probably no one remembers the duds.

I wasn't arguing who was bigger, just that Rain was one of the most popular Korean act overseas and a major figure in Hallyu, so the limited international popularity was kind of weird.

Rain is spread in Japan, Korea and South East Asia and dont forget Ninja Assasins
