Disney was not meant to be for children, it was meant to be a competitor of contemporary Hollywood movies but in a different medium, animation. Look at the other movies of the time and Disney movies up to 1950s-60s. Hollywood movies were just much tamer back then, most of them would be classified PG-13 at best if they were made today.
