If she was given age-appropriate styling/makeup, she'd probably actually look her age or just a few years younger rather than 10 years younger. Or... y'know, maybe people actually know she's doing a cosplay of Hachikuji Mayoi and know about the cosplay culture but are just disturbed (and by that I mean troubled/shocked/etc.) by how freaking young she looks despite her age.
