at first I thought Greatest World is just the Japanese version of With The Wind, but then I got to the one minute mark and I realized it's actually new. it really doesn't make sense to reuse an old MV set for a completely different song

Maybe they devoted majority of the funds for the tour instead.  If so, I hope it's a wisely investment and that they make more money out of it.  Money-wise tour > album sales
