They love it when Bieber wins. The last thing they want to do is piss off his fanbase....who tune in every year to see if their hours spent spam voting pays off... or JB ... who won't show up if he's not being honored in some way. That said... it's probably the former in this case... since JB is likely nominated in other categories as well. These things are almost always rigged.
