SM orginally said they'd release digital + MV on February 19 and CD on February 24.

 

After that, they said they had problems with the MV, the comeback would be delayed and they were discussing how to change the schedule.

 

Then SM announced that TVXQ would have their comeback with digital + MV + album on February 27 and they released a teaser for Toheart (the SHINee/Infinite collab duo).

 

 

 

SM never said any new date for SNSD's release, but they were obviously going to release it after TVXQ.

But because of the leak they released it digitally right away (they only announced it 4 hours before the release), but without any MV and without any promotions ready yet.
