No amount of fans can manipulate digital charts to get all kills. Otherwise popular boy groups would have all kills for every song they release. A perfect all kill is having #1 real time and daily on all 8 Korean music charts, plus #1 for the weekly instiz score (which takes into account all 8 charts' scores for the whole week). Among the 8 digital charts melon is by far the hardest to get #1 on since it's the one that most Koreans use to stream music. You typically need 600k-700k+ unique listeners on melon to be #1, which is much more than any fandom can manage. You can read more about it here.
