I was never fat and i'm actually at a normal-underweight range. But in my lower midsection,it always bulges a little, i can feel my upper abs but my lower lower mid-section is very hard to feel anything, and i've been doing this video for 2 weeks+ :)

SPOT REDUCTION IS A MYTH.  You can't just target fat off a specific part of your body. That's not how fat loss works. Doing nothing but ab exercises every day will not give you a six-pack.

What will aid you in losing fat >> good workout routine + good diet + cardio. I highly recommend training with weights. Don't fall for the myth that you will turn into some she-hulk, because you lifted heavy weights.

That being said, it depends on how hard you work and don't stray from getting there. Abs start appearing around 20% bf for a girl.

To add to this, I would highly recommend bulking up and lifting to get some muscle, and then cutting. The muscle will help with looking more toned, and you won't look like a hungry skelly when you go down in body fat. Like I said above, you won't turn into a she-hulk because you bulked up a little. Those bodybuilding girls you see in magazines have been lifting for years, eating double for years, and have been taking male hormones on top of that. Even for a guy, it's pretty tough to get big. Trust me.

I think it would take a month or two just to notice some changes. Some exercises seem really good but if you master all this routine and then still don't notice changes you could try something more intense and also adjusting your diet.

The results also depend on how slim you are; for example I'm a slim type of guy and when I started to practice swimming competitively my abs toned out and got a lot more firm. I didn't do anything crazy with my diet, in fact I was always feeling hungry and started eating a lot, but the exercise was quite intense. So it depends on how slim you are and the percentage of fat in your body. Sometimes you can be slim but have a little bit of fat accumulated in your belly so even if you train you abs and build some muscle they're going to be below the fat and won't notice. I'm sure that isn't your case if you're already slim and in the underweight range but it's something to keep in mind. Eat healthy and enough, do this routine but also do some cardio exercises (running, bicycle, swimming, etc), it's better if you this instead of only training your strength alone.
