I feel like, I'm still aware when I wear a dress/skirt but I just sit differently to prevent it. I live in USA and no one does any of that unless it's windy and you're on an incline. This whole thing is just bizarre - just wear a longer skirt if you're uncomfortable wearing a short one. I, for one, don't wear mini skirts and shorts, but because I hate the feeling of my naked thighs touching the seat, not because I care that someone might see my panties.
