Personally, I think it evens out. Tzuyu is younger and is more likely to improve over the course of her career given how much she's already done so since Sixteen and Twice's debut, but that's not to say that Irene won't either. Tbh, talent wise, they're on similar levels averaged out, but not in the same areas.
