but Koreans were already playing it long before it got officially released though. Many including Jung Joonyoung flocked to Sokcho in order to play it because at the time Sokcho was the only place where they could play Pokemon Go.

since it was situated in one place in korea, you could only do so much with the game. now that it's out for the whole country, you can play it more conveniently.
