I think they mean that if they didn't know who she was, they would've mistaken her as a regular tourist and not as a celebrity. Even I can't tell who is a celebrity if I have never seen or heard their works before, they might as well be just any ordinary person on the street to me. It happens to all races but whites do have more variation besides bone structure so are a bit easier to tell apart. It goes away the more you spend with a race. Sorry I am I am huge Milla J fan, but they video games inspired the films which gross about 100 - 200 million worldwide per film. The latest movie is number 7 and the sequel is coming out this month, 'Resident Evil: The Final Chapter.'
