I simply think that it is really stupid to give trolls a downvote because that is exactly what they are fishing. So people ask me, "hey Mina, so what are we supposed to do?". Simple. Do not upvote or downvote the content. Then you also ask, "Why so?".. because a couple of minutes ago, I saw someone's sig say "celebrate (insert a name) (insert a random number above 999) neg rep party!". In spite of that, the thread got quite a lot of dislikes. What do you think? Personally, I think this is the right way to combat trolls, since we cannot prevent them from appearing or kill them off just like that.
