According to Wiki, Best New Artist are Chosen from 4 selected "new artist".

 

I dunno how Japan award works.. Maybe they do this way. Also Modelpress tweeted the same article congratulating the winner... 

 

Also Bigbang won New Artist and Best New Artist in 2009. So yeahhh
